Thanks for submitting this bug. Could you please look through
/var/log/audit/audit.log if it exists, else /var/log/syslog, and look
for any DENIED messages which seem relevant?
sudo grep DENIED /var/log/audit/audit.log /var/log/syslog | grep libvirt
should show what we need.
