Thanks for taking time to report bug in Ubuntu.
This particular setting looks quite safe to me. Right after the installation,
you have time to configure your wiki before opening it to the wild world.
When dokuwiki is configured, you only have to change the "allow from 127.0.0.1"
to "allow from all" to open it.
