just for the record changing 
  sysctl -e net.ipv6.conf.all.use_tempaddr
is what causes the problem. changing 'sysctl -e 
net.ipv6.conf.default.use_tempaddr' does not.
changing 0 -> 2 or 2 -> 0 deletes all existing addresses for an interface.
