Can confirm this in upgrade from 14.04 -> 14.10.

Deleting %gconf.xml has no effect. Reinstalling/purging "network-
manager-*" helped once (but then encountered
http://askubuntu.com/questions/469783/ubuntu-14-04-cant-connect-to-new-
password-protected-wifi-network). Purging/reinstalling brought back this
problem.
