In Lubuntu 13.10 the primary cause for this not running was an lxsession bug (https://bugs.launchpad.net/ubuntu/+source/lxsession/+bug/1309698) that preventing anything from auto-starting from /etc/xdg/autostart (where Power Manager is set to launch from).
That bug was fixed in Lubuntu 14.04.1, so the other shortcuts began functioning once again (things like the Network Manager applet, nm- applet).
