Having done a few cold starts since I discovered the original bug, I
find that I am unable to reproduce the initial failure to connect as the
Sound pane lists the Digital Stereo (HDMI) option as soon as an HDMI
monitor is plugged into the Display Port. This allows the output to be
tested using the Test Sound button, even before an app that outputs
sound is started.

I can only assumed that the system has somehow learned about HDMI having
been encouraged to connect to it using the VLC menu.

It is probably appropriate to close this bug report at this stage.
