I suggest that to save battery, GSM data connection and Wi-Fi network
scanning follow the same backoff: when not connected, try again after 5
seconds, then 10 seconds, then 20, 40, 80, 120, 120, 120 ... or
something like that. (Cellular network scanning might follow a similar
pattern, but more slowly, since cellular networks change less often.)
