Basilio, I disagree. The whole point of the development version of Ubuntu is to make it ready to become the release version. If the development version has something that isn't working correctly, it needs to be fixed.
If the development version disables the scrolling and tap-clicking feature on the touchpad and confuses users, it should be fixed *before* it gets released. Maybe this is something as simple as turning those options on by default. Maybe ask the user during the upgrade.
