This has happened again today, but not with the browser - with the dailing app. I'm attaching a screenshot to show it put I think this might need to be reassigned to a lower-level package.
One thing of note is that the dialer app displayed initially as a low- res image (suspended?) initially. Let me know what logs to provide.
