pitti, please have a look, this seems to be related to systemd. I hit this bug when using debootstrap+chroot (deboostrapping vivid to a new partition, then chrooting into the tree and then installing ubuntu-desktop): When the host system is an upstart system (14.10, fully updated), installing modemmanager works without problems, however if the host is the vivid livecd, then I hit this bug.
