Right. This would most likely be because there is a popup which asks
whether to ignore the fact that the system is booted in EFI, and it
interprets the answer as "continue without EFI". In this case, things
revert to using mostly non-EFI code paths (so, no automatically made
ESP).
It otherwise could be simply because you did not create an ESP when
manually partitioning (did you? Sorry if I misread), and we're hitting
one case in partman-efi which isn't correctly handled, if you didn't get
any EFI-related popups.
It would be a good test if you could try the same process you use, with
an Ubuntu image rather than a Kubuntu image, to see if everything
behaves the same way. I'm wondering if we're not "simply" hitting one
case which is broken due to changes that got forgotten in the Kubuntu
version of the installer. If so, it really needs to be fixed.
