I resolved this by removing postgresql-9.3-postgis-2.1.
It would be great if the upgrade tools could give hints about possible
problems, or display `cat apt.log | grep -i broken` in /var/log/dist-
upgrade. Any pointers would be better than nothing, which is the status
quo.
