As far as I can tell, nothing in the nvidia-cuda-toolkit packages depends on anything in nvidia-340 specifically. I briefly compared the nvidia-355 packages from the PPA you mentioned [1], to the official nvidia-340 packages from the Ubuntu archive [2]. The nvidia-355 packages do not include any of the transitional packages; i.e. there is no package to upgrade libcuda1-340 to libcuda-355.
