Hi,

This is controlled by the setting "Load on startup the default directory
or the directory passed as argument" on the Browser tag of the settings
dialog. If this is enabled it should work.

However, the default has been changed in 2.4 so it should be enabled by
default in new installs then - so I'll mark the bug as completely fixed
for 2.4.
