I get the same error message when attempting to run gnome-maps 3.16.2-1 on Ubuntu Wily. I checked with the changelog for the latest version available in Debian [1] and found a corresponding bug report [2]. In order to fix that, they added several dependencies, among others gir1.2-gweather-3.0. After installing gir1.2-gweather-3.0 (I had the two other dependencies already installed), gnome-maps now starts and appears to work. I believe that applying the same fix to the Ubuntu package should resolve this issue, so I will prepare a patch.
