See "View full publishing history" on the Overview-page, where it states
it was removed from 15.10 because it failed to build from source and
with a reference to https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=797280. Looks like this package requires boost
1.55 or 1.59, so I guess it failed to build when they upgraded to boost
1.58 or one would run into similar issues like you saw when attempting
to use the 15.04 package.

Sort of. If you expand the version number information, it looks like the 
package still fails to build.

I don't know enough about this package to answer specifically, but in
general new packages are seldom added once an Ubuntu version is
released. It will possibly be in Xenial, assuming someone figures out
how to make it build successfully (or possibly once boost is upgraded to
1.59).

I hope this clears some of the confusion. :)
