Public bug reported:

When installing ubuntu server 15.10 as a minimal VM install, and using a 
keyboard layout different than US selected in the process, (currently using 
FR:oss), the installer doesn't save the change in the initramfs.
After the reboot at end of the installation process, the console login is 
reverted and keeps defaulting to the US qwerty layout, instead of the selected 
layout (should be FR)

it's worth noting :
- some files seems to be missing from a standard installation in 
/usr/share/initramfs-tools/scripts/*

- the following commands work, but don't survive a reboot :
sudo apt-get install console-common             => azerty layout ok (select 
full list, fr/azerty)
sudo dpkg-reconfigure keyboard-configuration            => ok (same)

Doing a "update-initramfs -u", followed by a reboot => back to qwerty/us
layout at the logon prompt.

There is no error message, neither on screen or in any log, aside the
syslog installer complaining about gzip missing (cf attachement).

- Everything is as default from a fresh install, the problem is present
immediatly after the installation is complete.

For the record, this bug appeared with 15.04 and still not yet fixed.
The only improvement is the installer using the keyboard layout for the
install, while previously it complety ignored the selection and kept the
US layout in any mode (minimal VM or full), for the whole installation
process
