Adjusting bug tasks. This isn't an issue in wily and higher as we use
ifnames there, which don't need this 70-persistent-net.rules file any
more.

I overlooked udev-udeb's base-installer.d/05udev script, which does
that. So we should only need to ship the generator in udev-udeb, and
then rebuild d-i against that.
