I re-verified netboot with http://archive.ubuntu.com/ubuntu/dists /trusty-proposed/main/installer- amd64/current/images/netboot/netboot.tar.gz (that's the output from the above debian-installer rebuild) and confirm that I now get an /etc/udev/rules.d/70-persistent-net.rules which gets copied into the installation.
However, I don't want to self-verify this.
