This is the problem:

++ /usr/bin/mysqladmin --defaults-file=/etc/mysql/debian.cnf shutdown
+ shutdown_out='/usr/bin/mysqladmin: connect to server at '\''localhost'\''
failed
error: '\''Access denied for user '\''debian-sys-maint'\''@'\''localhost'\''
(using password: YES)'\'''

What does /etc/mysql/debian.cnf look like and does the credentials there
work if you try manually? Have you changed something regarding that
config file?
