Public bug reported:
I have a high density display (4k). When i set the scaling in display settings
to 2 the scrollbar sliders do not appear on mouse hover.
Setting the scaling to values below '2' works as expected.
As a workaround i disabled the overlay scrollbars for now using
'gsettings set com.canonical.desktop.interface scrollbar-mode normal'
