Public bug reported:
apt-cacher-ng 0.8.8-1 in Xenial added support for AppStream source
(DEP-11). This would be needed in older releases as well since apt-
cacher-ng may run on an older release. Trying to update a Xenial machine
that talks to an older version otherwise results in 403 errors for all
dep-11 parts.
