/usr/lib/lsb/install_initd seems to be broken:

# /usr/lib/lsb/install_initd  /etc/init.d/ssh 
Traceback (most recent call last):
  File "/usr/lib/lsb/install_initd", line 102, in <module>
    initdutils.save_depends(depends)
  File "/usr/lib/lsb/initdutils.py", line 141, in save_depends
    fh = open(DEPENDS, 'w')
FileNotFoundError: [Errno 2] No such file or directory: '/var/lib/lsb/depends'

Same problem for other init.d files. The GUI bug report tool said that
this was already reported, and I noticed 1552576 in the URL, but all I
got was "Lost something?".
