You're right, this is being pulled in only on s390x.  We should still
solve this for 16.04, to clean up component-mismatches.

Possible options:

 - Remove indicator-applet from the archive.  No reverse-depends, only 
reverse-recommends, and it doesn't seem to be actively maintained? (last upload 
Nov 2014 for a no-change rebuild)
 - Remove the Recommends: from indicator-datetime, make it Recommend only 
indicator-renderer
 - Drop s390x from the architecture list of indicator-datetime
 - Drop s390x from the architecture list of indicator-applet
 - Drop s390x from the architecture list of both unity-control-center and 
unity-greeter (the two seeded packages that depend on indicator-datetime)
 - Mark unity-control-center and unity-greeter as [!s390x] in the seed

I think it's up to the Desktop Team to decide which of these options is
preferred.
