All I do to trigger the bug is ssh -X to the machine I want to upgrade, su, and run apt-get update && apt-get upgrade.
Are you saying this is an unsupported upgrade method? Why can't the application continue if it can't connect to X? This should not be a fatal error. Also, I think it's acceptable for gnome-app-install to create the cache the first time it is run. Subsequent startups will still be fast.
