Additionally, could you please provide the content (but remove/obscure the password) of your /etc/cacti/debian.php I have a hunch that either you upgraded cacti, but not the configuration (the driver needs to be switched from mysql to mysqli) or that there is something specific in the install script, because the rest of cacti is confirmed to work with php7 provided you use the mysqli driver. In Debian/Ubuntu, no other changes were needed to switch to php7.
