Apparently caused by upgrade from 15.10 to 16.04.

sudo apt-get install --reinstall  libopencore-amrwb0  <did not work.
sudo apt-get purge libopencore-amrwb0 && sudo apt-get install 
libopencore-amrwb0 <seemed to resolve the issue.
