Public bug reported:

Every time libreoffice is opened, word completion does not operate. To
get it working you have to deselect "enable word completion" and also
"collect words", close the options menu and then type some words in the
document. Then go back into options and enable word completion and
collect words. But this fix only lasts until libreoffice is shut down.

This bug is present on a fresh installation of Ubuntu Mate with no
additional software added to libreoffice and all system updates in
place.
