Public bug reported:

kchmviewer does not open files when path is non-ascii.

To reproduce:
1. Open a .chm file with kchmviewer. Make sure it opens, and close kchmviewer.
2. Create a sub-folder called ניסוי ("test" in Hebrew) and copy the file into 
it.
3. Try to open the file in ניסוי with kchmviewer. ְAn error message appears: 
"Cannot load the chm file" and then garbled path, clearly indicating that 
kchmviewer can't handle non-ascii paths.
