Public bug reported:

php-uuid package puts uuid.ini into /etc/php/mods-available/uuid.ini
when it should be put into /etc/php/7.0/mods-available/uuid.ini. Without
this change command phpenmod does not know about the module and module
fails to work correctly. Compare to php-mbstring package for details.
