I have tried using the version of Nemo in the Ubuntu repositories which gives me this problem in 16.04. I've now been using 16.04 in Virtualbox trying to figure this out. I used the PPA for Nemo with Unity patches (and without Cinnamon dependencies) from webupd8.org. Works fine with Nemo as default file manager. This tell me that the version of Nemo in the repositories is at fault.
