Hi.
I can't confirm this. I've tried simply using the user-data you provided and
it looks fine on intel (I tried in a container).
Your cloud-init.log shows many runs of cloud-init, possibly some in parallel as
there are NULLs in the log file which seem odd. There is also lots of
unexpected output in the cloud-init-output.log.
Hard to say what went on here.
