Let's cool the language here.
So this request appears to be to add network-manager-openvpn to the
'supported' seed (rather than a main image seed).
We do actually already pre-install network-manager-openvpn in ubuntu-
touch. So there is some interest there, but we don't yet require all
ubuntu-touch packages to be in main. The other consumer is ubuntu-mate,
which also doesn't need to be in main.
Until a team in Canonical says they are on board for supporting this in
the supported seed, this bug doesn't seem actionable. I'll mark it as
Incomplete for now, as a request for feedback about why this is needed.
