Thank you for taking the time to report this bug and helping to make
Ubuntu better.
This has been discussed before, but I am unable to find a reference.
The problem is that whatever we do by default, some users will find it
unsuitable. Either production machines will run tuned for too little
RAM, or, like you, some users will find that mysqld uses too much RAM.
Thus I don't think it's appropriate for us to change the default in
packaging from what upstream set it to.
Unfortunately this causes trouble on particularly low memory machines
(such as those that might be used for development). Bug 1584234 is an
example, and I've proposed a solution there.
So this is either a duplicate of that bug ("make it also work sensibly
when less RAM is available"), or a request to change the default. I am
quite happy to do what we can for the former, but I do not intend to
change the default.
I'll mark this bug "Won't Fix" to reflect that we do not intend to
change the default. Feel free to use bug 1584234 to discuss what we
should do in particular low memory cases, however.
