I solve the problem in Ubuntu Server 16.04 LTS for me: The problem appears, if no internet connection is available. I set my IP address every time manually, and if the IP address is not set (so on startup) no internet connection could be established and the snapd.refresh.service failed to start, and I am not able to restart the service manually, but if I connect to the internet, then every thing works fine and the service start successfully.
