"apt update" is rather expensive, I'd rather not force this upon each
test run. It will also not work on read-only testbeds such as Ubuntu
Touch or snappy.

Also, you don't need --setup-commands for that, you can just use the -U
/--apt-upgrade option; this will also run dist-upgrade, but one really
must do that when running a test on an outdated testbed.
