Public bug reported:

In 14.04 when I set screen brightness to 0 the screen would go
completely dark, which was extremely convenient for me. Now that I've
upgraded to 16.04 the screen is still on even at the minimum setting.
Just like when setting the volume to 0 the behavior isn't that the sound
would still be on, only faint, but is instead completely turned off, so
too with screen brightness when the brightness is set to 0 it shouldn't
be that the screen is still on only dark, but should instead completely
shut off, just like it did until at least 14.04. I shouldn't have to
lock the screen then patiently wait to see if it would do me the favor
of dimming itself, and god forbid I should provide it with any input,
because then it would go back to full brightness and who knows if it
will dim itself again unless I unlock the screen and then lock it again.

** Affects: ubuntu
     Importance: Undecided
         Status: New

** Package changed: gwakeonlan (Ubuntu) => ubuntu
