One thing I want to add to the bug report which might be helpful is, that this used to work for me even in Feisty. I actually mentioned that earlier but it seems to have been overlooked. Updating to kernel 2.6.20-16-generic 2.6.20-16.29 did trigger the bug for me. My HP Photosmart C3180 used to work until after this kernel update. I can not tell for sure which version I was updating from, but it is a pretty good bet to examine all prior changes/patches to the USB subsystem.
By the way, my Mother just called me to state that USB stopped working altogether now. I had blacklisted the ehci_hcd module to downgrade to USB 1.0 but it seems this is broken now either. She mentioned she did perform a system update again, so this might have been introduced with the latest kernel update again, but as it is my Mothers laptop and I did not perform the update, I don't know. Just talked to her. Does not look like the kernel has been update. Maybe we are all looking in the wrong direction. Maybe this is a udev problem. Two other things I want to mention: First, as you can see I am maintaining the Laptop of my Mother and also a couple of other machines, I do not have access to permanently. As nobody can expect people like my Mother to produce helpful bug reports, I am the one filing bug reports for all of them. I find it particularly hard to add hardware information like lshw output to the bug reports when I have no access to the machine. Therefore I proposed to add a feature to lauchpad to make it possible to add hardware information to launchpad user profiles. I could then refer to this information when writing bug reports. This would be especially useful, since I usually add the same stuff to more than one bug report anyhow. So why should I do the same again and again. I want to store this information in a central place. Actually what I want is a tool that extracts that info and uploads it to a HWDB for me. Please have a look at bug #3382 if you find this interesting and please leave your comment if you are a user and want this feature to be implemented as well. Secondly, as this bug concerns a good part of the Ubuntu userspace and well the need to downgrade to USB 1.0 to get your Printers, USB Pendrives, and the such is an embarrassment for Ubuntu, I think this bug also deserves to be tagged as "embarrassing". I don't mean this as an offense but want to emphasis how important it is to fix this. This is a NEEDS TO BE FIXED IMMEDIATELY bug simply because it affects lots of people and has the potential to scare away new users. It makes Ubuntu look "unpolished", "experimental", "unprofessional". As mentioned in other places, I suggest to add a features to launchpad, that makes it easier for devs to track down these bugs of great importance to the userbase. I proposed a feature that allows users to rate the bugs "embarrassment" factor, just like you rate the quality of a video clip on youtube. Please see bug #149775 for details. The code could also be used for voting on wishlist items and blueprints.
