Use case:
On any device, it would be necessary to provide reset facilities.
What happens now:
We have these facilities in System Image, but it's unclear whether or not we're
going to port System Image to Core.
What should happen:
Core could provide an interface that provides these facilities. This interface
should only be pluggable by a few, privileged snaps (at least USS).
