On mysql upgrades with custom configurations quite often you run into issues of some of the old config being no more supported. Please check your /var/log/mysql/error.log and the upstream documentation http://dev.mysql.com/doc/refman/5.7/en/upgrading-from-previous-series.html Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
