After rebooting with the new values, I did manage to get to launch a lot
more containers, failing at only the 232nd one.

I wonder if the issue is not the User number of open files, but the Root
number of open files, which requires a reboot to get updated.

I'll try to play around more to really nail down what things actually
need to be changed, but 200+ containers is a huge difference from 19.
(Also need to run this test with Juju in the mix.)
