Public bug reported:

The service command man page states that OPTIONS are passed unmodified to the
init script.
Since the introduction of systemd, service uses a call to systemctl for all
basic commands and only uses sysvinit for custom commands. Since systemctl does
not allow arguments to be passed to the init script, the man page wrongfully
states that arguments are also passed when using basic commands (start, stop,
reload...)

Man page should be corrected to reflect this behavior or the service
command should be modified so it will call sysvinit when arguments are
passed.
