This is unusual. Ubuntu default kernel command line for the installer is
empty. "ro" makes little sense when booting d-i. Ubuntu default locale
is unicode one, e.g. en_US.UTF-8 or C.UTF-8. This looks very debian-
like, why such kernel command line is specified?

This is just a side note, unrelated to debugging the actually reported
problem.
