Looking around there are a number of posts on other sites about this
error message and how users loopback interface is down or not enabled
causing nmbd to fail to start. The work around would be to make sure the
loopback interface is indeed up and functional.

I am not sure this is actually a bug in samba if it indeed depends on
the loopback interface being up.
