Public bug reported:

Replacing 14.04.5 with 16.04 Mate. Installer seemed to be doing a
standard installation (i.e. a new installation instead of an upgrade)
then failed when installing the bootloader on /dev/sda (which is where
the current grub bootloader is installed.
