This is fixed with snapd 2.18. We support sections now, so the scope can
do an empty query with section=featured. See
https://github.com/snapcore/snapd/blob/master/cmd/snap/cmd_find.go#L107
for how its currently done in the cli client.
Please reopen if I misunderstood and this new feature is not sufficient.
