I already fixed the problem.

The locale indeed showed a remaining 'ar' at LANGUAGE, like:

LANGUAGE=de_DE:ar:en_GB:en


After exhaustive search, I found this LANGUAGE definition in
~/.pam_environment. I changed it there, logged out and in again, and now
KDE apps are in english (despite the main language of my system is
german).

So there are two parts of this bug:
1) The added language 'ar' made it somehow to the file .pam_environment and 
stays there even if it is removed completely by the language-selector tool. 
This file is somehow used to set the LANGUAGE variable of the user session, I 
don't know for what this file is meant for.

2) KDE apps in Gnome take a different predescence of languages. While
Gnome apps use the first language mentioned it seems (or some other
variable, not LANGUAGE), the KDE apps in Gnome use LANGUAGE and in my
case the MIDDLE entry of it ('ar'). Why? Why? Why?
