I had the same problem. Network manager didn't ask for the PIN for my
SIM card and the logs showed: "(cdc-wdm0): cannot enable/disable modem:
locked".

I managed to unlock the modem with mmcli (not nmcli, mind you!)

I used the following to make sure my modem is recognized and find out its index:
```
# mmcli -L
```

Then I used the index and the SIM PIN to unlock it:

```
# mmcli -m index --simple-connect="pin=1234,apn=your-apn-here"
```
