The current status of pull request for the patch on this bug is:

As we can see, Steffen Winterfeldt, the maintainer is a bit reluctant to
make the code take the responsibility of creating absent directories.
So, I would like to request the Ubuntu package maintainer to create the
following directories if not present on the system upon installation of
hwinfo:
DIR PERMISSION
/var/lib/hardware 0755
/var/lib/hardware/udi 0755
