`snap refresh` speed should be mostly independent of number of installed snaps (there are components of the time that are linearly proportional to the number, but most of the times should be independent of it). When there is an update you get the progress bar so I'm assuming you're not talking about the time spent because of an update being there.
What snapd version are you using?
